Overview

Students searching for scholarships for Rwandans 2026 and international study opportunities can apply for the Heydar Aliyev – International Education Grant Program 2026–2027, a fully funded scholarship supported by the Government of Azerbaijan.

The program was established by decree of Ilham Aliyev to strengthen global academic cooperation and develop human capital by supporting international students in higher education institutions across Azerbaijan.

Each year, 100 international students are selected to pursue Bachelor’s, Master’s, Doctoral, General Medicine, or Medical Residency programs at leading Azerbaijani universities.

Responsibilities

Applicants can apply for full-time study programs including:

• Bachelor’s Degree Programs – 4 to 5 years

• General Medicine Programs – 5 to 6 years

• Master’s Degree Programs – 1.5 to 2 years

• Medical Residency Programs – 2 to 5 years

• Doctoral (PhD) Programs – 3 years

Students may also complete preparatory language courses lasting 6 months to 1 year, depending on the university and language of instruction.

Scholarship Benefits

Successful applicants will receive a fully funded study package, including:

• Full tuition coverage for the entire academic program

• Annual international flight ticket to and from Azerbaijan

• Monthly allowance of 800 AZN (≈470 USD) for accommodation and living expenses

• Medical insurance allowance of 200 AZN per year

• Visa support and temporary residence permit for study duration

These benefits allow students to focus entirely on their education and research.

Participating Universities

Scholarship recipients may study at several leading institutions in Azerbaijan, including:

• ADA University

• Baku State University

• Azerbaijan State Oil and Industry University

• Azerbaijan Technical University

• Baku Engineering University

• Khazar University

Programs cover a wide range of disciplines such as engineering, economics, computer science, international relations, medicine, and business administration.

Requirements

Applicants must meet the following conditions:

Nationality

• Must be citizens of eligible countries (including members of the Organization of Islamic Cooperation and Non-Aligned Movement).

Age Requirements

• Bachelor’s / General Medicine: under 35 years

• Master’s / Medical Residency: under 40 years

• Doctoral Programs: under 45 years

Academic Performance

• Minimum 70% GPA (or equivalent) from previous studies.

Language Requirements
Applicants studying in English must demonstrate proficiency such as:

• IELTS 5.0 (Undergraduate)

• IELTS 5.5 (Postgraduate)
  or equivalent TOEFL score.

Applicants must prepare the following documents:

• Completed nomination form

• Academic diplomas and transcripts

• Valid passport copy

• Medical certificate including HIV/AIDS and Hepatitis B/C tests

• Curriculum Vitae (CV)

• Motivation letter

• Language proficiency certificate (if required)

• Optional awards or achievements

All documents must be clear, notarized, and submitted in PDF format.
