Overview

Faith Victory Association (FVA) is a Christian faith-based non-governmental organization established in 2003 with a mission to support vulnerable communities in Rwanda. The organization works to provide safe environments, education, training, and socio-economic opportunities for orphans, women, and minors while addressing issues such as poverty, domestic violence, disease prevention, and environmental protection.

FVA is currently implementing the Citizen Action for Climate Resilience (CACR) Project in several districts including Rusizi, Gisagara, Nyanza, Ruhango, Ngoma, and Nyagatare. To support the implementation of this project, the organization is seeking to recruit a qualified Project Officer who will be responsible for coordinating and managing day-to-day project activities at the assigned duty station.

Responsibilities

The Project Officer will be responsible for the following duties:

  • Coordinating and implementing daily project activities in accordance with the project objectives, timelines, and approved budget.

  • Developing operational plans aligned with donor requirements and ensuring effective project implementation.

  • Conducting regular field visits to monitor project progress and ensure adherence to standards such as child safeguarding, gender inclusion, and environmental guidelines.

  • Preparing monthly, quarterly, and annual narrative reports as required by donors and partners.

  • Mobilizing communities and facilitating awareness sessions, training programs, workshops, and distribution of project inputs such as materials, seeds, or equipment.

  • Monitoring project progress and overseeing logistics and financial management in accordance with organizational and accounting procedures.

  • Maintaining proper documentation, records, and filing systems for audit and donor compliance.

  • Building and maintaining strong working relationships with local stakeholders including government authorities, community leaders, partner organizations, and beneficiaries.

  • Ensuring efficient use of project resources and maintaining value for money.

  • Ensuring compliance with organizational policies related to safeguarding, gender equality, inclusion, and anti-corruption.

  • Identifying operational challenges in the field and proposing appropriate mitigation strategies.

  • Supporting team collaboration and maintaining effective communication with supervisors through regular reporting and updates.

  • Performing any other duties assigned by the organization in support of project objectives.

Requirements

Applicants must meet the following minimum qualifications and competencies:

  • Bachelor’s degree in Environmental Sciences, Business Administration, Public Administration, Management, Project Management, Economics, Social Sciences, or another related field.

  • A Master’s degree in a relevant field will be considered an added advantage.

  • Minimum five (5) years of experience working with communities or implementing community-based projects.

  • Demonstrated experience working in rural communities and collaborating with local authorities.

  • Willingness to live in rural areas or spend extended time in the field.

  • Strong networking and relationship-building skills with diverse stakeholders.

  • Excellent communication skills in English and French (both written and spoken); knowledge of Kinyarwanda is required.

  • Commitment to socio-economic and psycho-spiritual community development.

  • Strong data recording and analysis skills to accurately reflect project activities and outcomes.

  • Ability to work effectively in a team environment and demonstrate a willingness to learn.

  • Possession of a Category A driving license is considered an added advantage.
