Overview

Green Hills Academy (GHA), a leading international school serving over 2,400 students in Kigali, is seeking a qualified and experienced Safety and Security Manager to join its leadership team.

The Safety and Security Manager will be responsible for developing, implementing, and overseeing comprehensive safety, security, and emergency management systems to ensure the physical and emotional well-being of students, staff, and visitors. Reporting to the Operations Director, the role promotes a proactive culture of safety aligned with the International Baccalaureate (IB) philosophy, ensuring that safety systems support and enhance learning environments.

The successful candidate will collaborate closely with school leadership, educators, counselors, external agencies, and service providers to maintain a secure and nurturing campus environment.

Responsibilities

The Safety and Security Manager will be responsible for:

1. Safe and Supportive Learning Environment

  • Ensure a secure, nurturing, and child-centered school environment.

  • Support implementation of safeguarding and child protection policies.

  • Promote shared responsibility for safety across the school community.

2. Campus Safety and Security Inspections

  • Conduct regular inspections of school facilities including classrooms, labs, playgrounds, sports areas, boarding houses, and parking areas.

  • Monitor lighting, access points, CCTV systems, alarms, and emergency exits.

  • Identify hazards and recommend corrective actions.

  • Track and report recurring risks and ensure timely resolution.

3. Arrival and Dismissal Supervision

  • Coordinate safe arrival and dismissal procedures.

  • Oversee traffic flow, pedestrian safety, and access control.

  • Supervise security personnel during peak times.

  • Review and improve procedures based on feedback and incidents.

4. Security Services Provider Supervision

  • Manage and evaluate contracted security service providers.

  • Ensure compliance with safeguarding standards and contractual obligations.

  • Conduct performance reviews and ongoing training oversight.

  • Investigate CCTV incidents and maintain accurate records.

5. Transportation Safety Oversight

  • Collaborate with the Head of Transportation to ensure compliance with safety standards.

  • Conduct vehicle audits and driver compliance checks.

  • Oversee emergency communication procedures.

6. Emergency Preparedness and Crisis Management

  • Develop and implement emergency and crisis response plans.

  • Coordinate regular drills.

  • Liaise with emergency services and external agencies.

  • Conduct post-incident evaluations.

7. Risk Assessment

  • Conduct risk assessments for school events, excursions, and off-campus programs.

  • Support safe experiential learning practices.

8. Training and Community Engagement

  • Provide regular safety training for staff and security personnel.

  • Promote safety awareness among students and parents.

  • Collaborate with pastoral and counseling teams.

9. Policy Development and Compliance

  • Develop and review safety and security policies.

  • Ensure compliance with legal and regulatory requirements.

  • Maintain detailed incident and audit records.

10. Leadership and Continuous Improvement

  • Contribute to strategic campus safety planning.

  • Use data and reports to enhance safety systems.

  • Provide regular reports to senior leadership.

Requirements

Required Qualifications and Experience:

  • Bachelor’s degree in Safety Management, Security Management, Public Administration, or related field.

  • Minimum of five (5) years’ experience in safety, security, or risk management.

  • Strong leadership, communication, and organizational skills.

Preferred Qualifications:

  • Professional certification in health and safety, emergency management, or safeguarding.

  • Experience working in diverse and multicultural environments.

  • Ability to balance safety protocols with an open and inclusive school culture.
