Responsibilities

The successful candidate will:

• Develop and implement the company's technical strategy aligned with business objectives and risk appetite.
• Provide strategic technical advice to the CEO, Executive Management, and Board.
• Lead underwriting governance to ensure sound risk selection, pricing, and portfolio quality.
• Develop and implement effective reinsurance strategies to optimize risk transfer and capital efficiency.
• Oversee reinsurance placements, treaty negotiations, facultative arrangements, and relationships with reinsurers and brokers.
• Drive product development and portfolio optimization through market analysis and profitability reviews.
• Develop technical policies, frameworks, and underwriting guidelines.
• Monitor portfolio performance using key indicators such as:
  • Loss ratios
  • Combined ratios
  • Claims trends
  • Pricing adequacy
  • Underwriting profitability.
• Ensure compliance with:
  • National Bank of Rwanda (BNR) regulations
  • Insurance laws
  • Group governance standards
  • Regulatory reporting requirements.
• Lead technical transformation through automation, process improvement, and data-driven decision-making.
• Collaborate with Claims, Finance, Risk, Actuarial, and Business Development teams.
• Support budgeting, forecasting, and strategic planning processes.
• Build strong relationships with regulators, reinsurers, brokers, and industry stakeholders.
• Lead, mentor, and develop technical teams while promoting high performance and succession planning.
• Oversee technical reporting for Executive Management and the Board.
• Monitor emerging insurance risks and market trends.

Requirements

Applicants should possess:

Education

• Bachelor's Degree in:
  • Insurance
  • Actuarial Science
  • Risk Management
  • Finance
  • Business Administration
  • Or a related field.
• Master's Degree is an added advantage.

Professional Qualifications

Candidates with the following certifications will have an added advantage:

• ACII
• FCII
• AIIK
• Equivalent professional insurance qualification.

Experience

• 8–10 years of experience in General Insurance technical operations.
• 3–5 years in a senior leadership role overseeing:
