Overview

The Alliance for a Green Revolution in Africa (AGRA) is an African-led institution committed to advancing inclusive agricultural transformation and building sustainable food systems that improve the livelihoods of smallholder farmers. AGRA supports millions of farming households across the continent by promoting innovative, locally driven solutions that increase productivity, reduce hunger, and create economic opportunities.

AGRA is seeking a Technical Field Program Manager to provide strategic and operational leadership in the implementation of the Youth Entrepreneurship for the Future of Food and Agriculture (YEFFA) initiative at country level. The role focuses on strengthening field monitoring, enhancing grantee performance, accelerating youth employment outcomes, and ensuring effective grant execution and reporting. The position works closely with the Country Programs Lead (CPL), Program Management Unit (PMU), implementing partners, and key stakeholders to drive measurable program impact and alignment with AGRA’s continental results framework.


Responsibilities

  • Lead and coordinate the in-country implementation of the YEFFA acceleration plan in collaboration with program leadership and partners.

  • Translate the country Theory of Change into practical interventions that deliver youth-in-work outcomes.

  • Conduct regular field monitoring visits and prepare status and performance reports.

  • Implement quality assurance processes to ensure compliance with program standards, safeguarding, and environmental requirements.

  • Strengthen partner capacity in gender-responsive and youth-focused programming as well as Monitoring, Evaluation and Learning (MEL) systems.

  • Validate and verify partner-reported data in line with established MEL frameworks.

  • Provide technical input into grant design, concept notes, and approval processes using market-systems approaches.

  • Track grant performance and expenditure against deliverables and support timely disbursement in collaboration with finance and grants teams.

  • Identify implementation bottlenecks and propose corrective actions for improved delivery.

  • Build and maintain strong partnerships with government institutions, private sector actors, community organizations, youth and women’s groups, and consortium partners.

  • Facilitate knowledge sharing, cross-country learning, and alignment between country programs and continental initiatives.

  • Promote youth inclusion, gender equality, and market-oriented program implementation.

  • Requirements

    Academic Qualifications:

    • Bachelor’s degree in Development Studies, Agricultural Economics, Business Administration, or a related field.

    • Certification in Project Management or Monitoring & Evaluation is required.

    • A Master’s degree is an added advantage.

    Professional Experience:

    • Proven experience in technical program management at country level, preferably in youth employment, agribusiness, or market-systems development programs.

    • Demonstrated expertise in field monitoring, partner performance management, and grant implementation support.

    • Experience working with donors and multi-stakeholder consortia is an advantage.

    • Strong understanding of value chain development, market systems, and youth workforce pathways.

    • Practical knowledge of MEL systems, data verification, and results-based reporting.

    • Ability to design and deliver context-appropriate technical assistance to implementing partners.
