Responsibilities

• Strategic Planning: Translate organizational strategy into actionable annual plans, results frameworks, and roadmaps for all program locations.
• Program Oversight: Directly supervise Area Managers and oversee national implementation across Alternative Care, Family Strengthening, MHPSS, and Youth Empowerment.
• Transition Management: Lead the shift from institutional care to community-based family strengthening and drive organizational change management.
• MEAL Leadership: Guide the MEAL function to ensure robust data systems, quality indicators, and evidence-based reporting for donors and the Board.
• External Representation: Engage with government partners, donors, and regional forums to align on childcare reform and sector coordination.
• Financial Management: Oversee program budget utilization in partnership with the Head of Finance, ensuring strict value-for-money principles.

Requirements

• Education: Master’s degree in International Development, Social Sciences, Public Policy, Business Administration, or a related field (Minimum Grade 3).
• Experience: Minimum 10 years of progressive experience in program management, with at least 5 years in a senior leadership role.
• Financial Scale: Proven ability to manage complex, multi-donor, multi-location portfolios exceeding 5 Billion RWF.
• Technical Skills: Demonstrated experience leading MEAL functions and implementing Results-Based Management (RBM) systems.
• Sector Knowledge: Strong background in childcare reform, alternative care, or family strengthening programming (highly advantageous).
• Languages: Fluent in English; proficiency in Kinyarwanda and/or French is an added advantage.
• Certifications: PMP, PRINCE2, or equivalent project management certification is a plus.
