Korea International Cooperation Agency is recruiting an ICT Program Specialist to support the implementation and expansion of digital transformation and ICT development projects in Rwanda.

Responsibilities

ICT Project Management & Coordination

• Manage and supervise KOICA Rwanda ICT projects
• Coordinate implementation of digital transformation initiatives
• Monitor project activities, timelines, and deliverables
• Prepare project updates and performance reports
• Support capacity-building programs in ICT and education sectors

Stakeholder Engagement & Partnerships

• Coordinate with government institutions and sector partners
• Organize meetings and maintain stakeholder communication
• Strengthen collaboration with ICT and education stakeholders
• Support development of new partnerships and bilateral initiatives

Research, Analysis & Reporting

• Conduct research on ICT trends and digital innovation
• Analyze sector developments and emerging technologies
• Contribute to reports, policy briefs, and technical documents
• Support discussions related to digital transformation strategies

Technical & Operational Support

• Assist Korean expert teams during missions in Rwanda
• Provide support for digital systems and innovation projects
• Support workshops, training sessions, and official meetings
• Assist with office operations and business trip coordination

Requirements

Education

Applicants should possess:

• Bachelor’s Degree in:
  • Information and Communication Technology (ICT)
  • Computer Science
  • International Development Cooperation Studies
  • Or related fields

A Master’s degree is considered an added advantage.

Professional Experience

Candidates should demonstrate:

• Minimum 5 years of professional experience in:
  • ICT
  • Digital transformation
  • Innovation programs
  • Graphic design
  • Development-related technology projects

Experience working with international organizations or UN agencies is highly desirable.

Technical Skills

Strong knowledge of:

• ICT systems and digital platforms
• Artificial Intelligence (AI) tools and applications
• Digital solution design and innovation systems
• E-governance frameworks
• MS Office applications
• Canva and related digital tools

• Fluency in English
