Overview

Right To Play Rwanda is seeking a qualified and motivated Impact Officer to support the implementation of the organization’s global impact framework at country level. The successful candidate will coordinate monitoring, evaluation, learning (MEL), data collection, data quality assurance, reporting, and evidence-based programme improvement.

The Impact Officer will work closely with programme teams, partners, and the Impact Manager to ensure high-quality data management, generate meaningful insights, strengthen accountability systems, and support effective delivery of programmes that use the power of play to improve children and youth outcomes.

Target Start Date: 01 September 2026

Responsibilities

The successful candidate will:

Implement Project MEL Plans and Routine Monitoring (35%)

• Support adaptation and implementation of project MEL plans, indicators, targets, tools, and reporting requirements.
• Conduct routine monitoring activities, surveys, feedback assessments, spot checks, and field data collection.
• Support deployment of digital data collection tools.
• Maintain project trackers and indicator databases using platforms such as:
  • DELTA
  • Excel
  • Power BI.

Support Data Quality, Analysis, and Reporting (30%)

• Support baseline studies, endline assessments, evaluations, and learning activities.
• Assist with logistics, tool testing, enumerator support, and consultant coordination.
• Conduct regular data quality reviews with programme teams and partners.
• Analyze quantitative and qualitative data.
• Prepare dashboards, summaries, and reporting inputs.
• Support evidence-based programme reviews and improvements.

Support Learning, Knowledge Management, and Evidence Use (20%)

• Document lessons learned, success stories, case examples, and monitoring findings.
• Participate in reflection meetings and after-action reviews.
• Identify data gaps, implementation risks, and emerging trends.
• Ensure project data remains updated, accurate, and accessible.

Strengthen Staff, Partner, and Accountability Practices (15%)

• Train and support staff, partners, and enumerators on:
  • Data collection tools
  • Indicator definitions
  • Consent procedures
  • Data entry
  • Safe data handling.
• Support community feedback and accountability mechanisms.
• Ensure issues are documented and appropriately referred.
• Perform additional duties assigned by management. 

Requirements

Applicants should possess:

• Bachelor's Degree or equivalent experience in:
  • International Development
  • Social Sciences
  • Statistics
  • Education
  • Or fields related to young people’s learning and psychosocial wellbeing.
• Minimum 2 years of relevant experience in:
  • Monitoring, Evaluation, and Learning (MEL)
  • Impact measurement
  • Education programmes
  • Gender equality
  • Psychosocial support (PSS)
  • Related fields.
• Strong skills in:
  • Data collection
  • Data cleaning
  • Basic data analysis
  • Field monitoring
  • Partner support.
• Experience working with diverse partners.
• Proficiency in:
  • Microsoft Excel
  • DELTA
  • Kobo/ODK
  • Power BI
  • Similar digital platforms.
• Strong understanding of:
  • MEL systems
  • Data quality assurance
  • Qualitative research methods
  • Participatory approaches.
• Ability to transform programme data into practical insights.
• Fluency in English is required.
• Knowledge of French, Arabic, Portuguese, or other relevant languages is an added advantage.
