Overview

Suyana Foundation is a Swiss non-profit organization founded in 2003 that implements long-term integrated development programs in Latin America and Africa. The organization works with trusted local partners to support sustainable development initiatives.

Suyana began its engagement in Africa in 2021 and currently supports projects primarily in Rwanda and Uganda. In Rwanda, the foundation works with local partners on initiatives focused on vocational agricultural training, youth empowerment, community health, and livelihood development.

Suyana plans to establish a legally registered entity and operational office in Rwanda, which will strengthen program implementation and partnerships with government institutions and local stakeholders. This office may also serve as a regional hub for Suyana’s activities across East Africa.

To support this growth, Suyana is seeking a qualified Monitoring, Evaluation and Learning (MEL) Officer to oversee local MEL operations and support partner organizations in implementing effective monitoring and learning systems.

Responsibilities

The MEL Officer will coordinate Monitoring, Evaluation, and Learning activities at the country level and support partner organizations throughout the project lifecycle.

The position will play a key role in implementing Suyana’s global MEL system, which includes standardized indicators, digital data collection using Kobo, and centralized data analysis using Power BI.

The MEL Officer will report to the Country Coordinator in Rwanda and will work closely with the Global Impact Manager and Programme Management team at Suyana headquarters in Switzerland.

MEL Coordination and Partner Support

  • Serve as the focal point for Monitoring, Evaluation, and Learning activities in Rwanda.

  • Coordinate with implementing partners, country coordination teams, and Suyana headquarters.

  • Support partners in integrating Suyana’s MEL framework throughout the project cycle.

  • Contribute to the development of Theories of Change, logframes, and MEL plans for new projects.

  • Identify gaps in project monitoring systems and provide practical support to partners.

    MEL Systems and Data Quality Management

  • Support the implementation of Suyana’s Global Data Platform (Kobo and Power BI).

  • Coordinate project-level data collection and reporting processes.

  • Provide technical support to partner teams and enumerators during reporting periods.

  • Review project data to ensure accuracy, completeness, and consistency.

  • Work with global teams to address data quality or system-related challenges.

    Evaluation, Learning and Knowledge Sharing

  • Participate in field visits, reviews, and project evaluations.

  • Translate monitoring and evaluation findings into actionable recommendations.

  • Support baseline studies, endline assessments, and project evaluations.

  • Document lessons learned and contribute to cross-project knowledge sharing.

Requirements

Applicants must meet the following requirements:

  • Bachelor’s degree in International Development, Social Sciences, Economics, Statistics, or a related field

  • Minimum 5 years of professional experience in monitoring, evaluation, accountability, learning, or program management within international development

  • Strong experience with MEL concepts and tools in project implementation

  • Experience supporting project-level data collection and data quality management

  • Experience using digital data tools such as Kobo, Excel, and Power BI

  • Native Kinyarwanda

  • Excellent communication skills in English


    Eligibility Requirements

  • Must hold a Rwandan passport
