Responsibilities

• Drive the design and execution of the RMNCAH program strategy, ensuring coherence with HSSP V goals and national policies.
• Support the development of multi-year operational frameworks with clear accountability structures and adaptive management mechanisms.
• Provide technical oversight for facility-led quality improvement (QI) initiatives, anchoring them to WHO standards and national quality assessment tools.
• Lead the development of a maternal and newborn health Quality of Care (QoC) policy brief, translating facility-level data into actionable recommendations for MoH leadership.
• Provide high-level input into the revision of national RMNCAH clinical protocols and standards of care.

• Support the institutionalization of MEL frameworks to build lasting capacity in data governance and performance management.
• Optimize national data systems (HMIS, eLMIS, e-Buzima) to enable evidence-based governance and real-time performance reviews.
• Conduct complex, multi-source analyses of RMNCAH indicators, disaggregating data by equity metrics (district, wealth quintile, facility type) to inform targeted policy responses.
• Champion the use of digital health tools and real-time dashboards at the District Health Management Team level.

• Serve as a senior strategic liaison between the MoH/RBC, District Health Officers, health facility leaders, and development partners.
• Lead the strategic coordination of the national RMNCAH Technical Working Group, ensuring donor and partner interventions are coherent with MoH strategy.
• Participate in high-level joint supervision visits, national RMNCAH forums, and inter-ministerial coordination meetings on health financing and accountability.

Requirements

• A clinical background with a Master’s degree in Public Health or a closely related health field.
• Advanced specialization in RMNCAH or Health Systems Strengthening is highly preferred.

• Minimum 5 years of progressively senior experience in a results-driven, complex program environment.
• At least 3 years of this experience must be in a role with demonstrated policy advisory or norm-setting responsibilities at a national or sub-regional level (not solely program management or direct clinical service delivery).
