The successful bidder will be responsible for the end-to-end delivery of the fireworks displays, encompassing design, procurement, safety, execution, and cleanup.Display Design and Execution Design and execute a 15 to 20-minute computer-operated electronic fireworks show. The display must feature a distinct opening and closing, with a diverse mix of high and low-level shells emphasizing color and shape variety.Safety and Equipment Provision Supply all necessary safety equipment, mortar racks, firing systems, and fire extinguishers. Ensure all firing locations are dry, flat, and secured with exclusion zones to prevent unauthorized access.Regulatory Compliance and Permitting Obtain all necessary permits from the Ministry of Interior, Rwandan Security Authorities, and the City of Kigali at least 30 days prior to the event. The bidder bears all costs associated with licensing.Site Management and Cleanup Protect the ground and surrounding landscaping from damage. Following the display, the contractor must completely clear the fallout zone of all debris, unexploded shells, and firing materials within 24 hours.Staffing and Supervision Deploy a minimum of two staff members per site. The Head Pyrotechnician must be present and in full control of the electronic firing system.Performance Guarantees The contractor is subject to financial penalties for delayed starts (1% of the contract amount per 15 minutes of delay) and deductions for misfired or unlaunched shells.

Technical Evaluation Criteria (70% Pass Mark Required)
  • Company Experience: 10+ years of experience in fireworks displays (15 marks).
  • References and Proof of Work: Recent recommendation letters and a DVD/link of a comparable electronically fired display from the last two years (20 marks).
  • Technical Methodology: Detailed narrative of the show design, shell breakdown, and weather contingency plans (20 marks).
  • Key Personnel Qualifications: Head Operator with 5+ years of experience and 6 recent displays (10 marks); Senior Operator Supervisor with 3-4 years of experience (5 marks).
  • Financial Stability: Submission of audited financial reports for 2023, 2024, and 2025 (10 marks).
Financial Requirements
  • Bids must be submitted in USD as a lump-sum fixed price for both the KCC and Kigali Heights locations.
  • The price must be fully inclusive of all costs, including travel, accommodation, permits, equipment, overhead, and profit.
  • Non-firm prices or prices subject to exchange rate variations will not be accepted.
